NOI – Directory of Construction Suppliers for Major Works Projects – Refresh
The Ministry of Education oversees and supports over 2,100 schools made up of over 15,000 buildings, which is a portfolio with a replacement value of $31.6B as at 30 June 2020.
As one of the biggest buyers of construction services in New Zealand and a signatory to the Construction Sector Accord, we are committed to Improving the health of the construction industry through strategic procurement to deliver the best outcome for New Zealanders.
Our Construction Directory is one of these strategic approaches. The Directory is a panel of pre-qualified main contractors for Ministry-led capital works projects above $500,000.00. It provides the Ministry with greater consistency and supply confidence, while reducing the tender burden and accelerating the process for suppliers bidding for specific projects.
Our Capital Works programme is made up of construction projects that are funded and delivered by the Ministry on behalf of schools and typically relate to projects for:
• New schools
• School rebuilds, refurbishments and redevelopments
• Roll Growth projects
• Weathertightness and structural strengthening projects
Since January 2019 we have contracted suppliers through the Directory with a total contract value of over $450m. The future programme of works to be delivered through the Directory is anticipated to have a value of approximately $250m per annum.
When the Construction Directory was established, we committed to regularly refreshing the panel. These refreshes allow new entrants to gain admittance and for existing suppliers to increase their scope of delivery.
The Construction Directory is for main contractors only. Respondents should meet the following definition of a primary construction supplier:
“The principal supplier of construction services, responsible for the overall management of the project and sub-trades to deliver projects in excess of $500,000”.
The Request for Proposal (RFP) will be released via the Government Electronic Tender Service (GETS) on 17 November 2020. The closing date for submissions is 01 February 2021.
