Health New Zealand | Te Whatu Ora will shortly commence a procurement process for the delivery of Home and Community Support Services (HCSS) across the Northern Region (Northland, Waitematā, Te Toka Tumai Auckland, and Counties Manukau).
HCSS provides support to people with age-related disabilities and/or chronic health conditions, or short-term support for acute health needs such as following hospital discharge. Around 15,000 people receive HCSS in the region at any given time. Current delivery is based on multiple fee-for-service contracts across several providers, resulting in variation in service approaches and outcomes across the region.
To address this, Health NZ intends to transition to a bulk-funded casemix model underpinned by a restorative model of care. This approach uses the national HCSS Service Specification and will deliver more equitable and outcome-focused services. The new model will, streamline assessments, and ensure funding is aligned to client needs rather than volume of hours delivered.
The future service will emphasise clinical leadership, digital enablement, and collaborative partnerships between providers and Health NZ district teams. Providers will be expected to demonstrate cultural competence, financial sustainability, workforce capability (including the use of registered health professionals for the assessment function), and readiness to deliver services that will be monitored using nationally agreed quality indicators and outcome measures.
A two-stage contestable process is planned, comprising a Registration of Interest (ROI) followed by a closed Request for Proposals (RFP) for shortlisted respondents. The ROI is expected to be published on the Government Electronic Tender Service (GETS) in mid January 2026, with contracts in place by September 2026.
