Home and Community Support Services (HCSS) – Northern Region
Health New Zealand | Te Whatu Ora is inviting Registrations of Interest (ROI) from suitably capable providers for the future delivery of Home and Community Support Services (HCSS) across the Northern Region, comprising Northland, Waitematā, Te Toka Tumai Auckland, and Counties Manukau.
HCSS provides support to people with age-related disabilities and/or long-term conditions, or short-term health needs, including support following hospital discharge. Approximately 15,000 people receive HCSS in the Northern Region at any given time.
Health NZ intends to transition from multiple fee-for-service arrangements to a bulk-funded, casemix-based contracting model, underpinned by a restorative model of care. This approach aligns with national direction and is intended to improve equity, consistency, and outcomes, while better aligning funding to assessed client need.
The future service is expected to place greater emphasis on coordinated assessment and care planning, clinical leadership and oversight, digital enablement, and collaborative working arrangements between providers and Health NZ district teams. Providers will be expected to demonstrate cultural competence, workforce capability, financial sustainability, and the ability to meet nationally agreed quality and outcome measures.
This ROI is Stage 1 of a two-stage, open and competitive procurement process. It is intended to identify providers with the capability and readiness to deliver HCSS under the future model. Pricing information is not requested at this stage.
Shortlisted respondents will be invited to participate in a closed Request for Proposals (RFP), which will include more detailed service, contractual, and operational requirements.
