Overview

This procurement seeks to secure a website and platform provider with a proven track record in delivering successful local government websites who is able to also offer technical maintenance and ongoing support. The ideal vendor will offer: 
- Proposal and implementation of a scalable, user-friendly website platform that meets the needs of Waikato District Council and supports all integrations set out in Appendix 4.
- Easy-to-use templates (wireframes) that enable internal teams to manage and publish content confidently. 
- The ability to leverage and adapt successful content from other high-performing council websites such as those currently ranked in the ALGIM top five local government websites, helping us deliver a modern, customer-centric experience efficiently and within budget. 
- Alignment with and adherence to all Information Management, Security and Business requirements outlined in Appendix 1 – 4  
- Consideration of Data Security and alignment with Privacy Act 2020 with clear processes for breaches and secure storage of customer information. 
- Training for Waikato District Council staff on how to populate and upload content to the website. 
- Ongoing technical support and maintenance for the platform. 
- A clear migration implementation plan, including product testing and training for staff. 
- To deliver a mobile first, best-of-breed council website within constrained budgets by 30 June 2026, we aim to partner with a vendor whose platform is already well-established in the local government sector.
