Overview

This notification is to inform interested suppliers that New Zealand Defence Force (NZDF) on behalf of Veteran Affairs New Zealand (VANZ) intends to release a request for proposal (RFP) for the Supply, Installation and the Maintenance and Development of Services Cemeteries.

Veterans’ Affairs New Zealand (VANZ) are mandated under the Veterans’ Support Act 2014, Section 156 Plaques and Headstones and Section 199 Functions of VANZ:

Part (d): to supply, or to contribute to the cost of plaques and headstones for deceased service and ex-service persons and their spouses and partners in accordance with this Act.

Part (e): to contribute to the maintenance and development of cemeteries or parts of cemeteries set aside under section 15 of the Burial and cremations Act 1964

This includes veterans who are eligible for burial in Services Cemeteries. Burial in a Services Cemetery is available to service members—and their spouse or partner—if they have been on certain deployments, i.e. eligible operation service.

VANZ is responsible for New Zealand’s services cemeteries, which are mostly separate sections located in public cemeteries and managed by local councils. VANZ covers the cost of official standard plaques or headstones for veterans eligible to be buried in services cemeteries. For eligible veterans buried elsewhere, VANZ contributes to the cost of plaques and headstones.

VANZ is also funded to support and maintain Services Cemeteries.

Whilst we are seeking services to be provided by a single provider, services can be achieved through national, regional and or jointly by local subcontractors for the maintenance work.

Note: This is a Future Procurement Opportunity (FPO) to alert suppliers of a potential upcoming procurement activity, though does not represent a commitment by NZDF to procure.

We intend to go to market May 2023. The opportunity will be advertised on the Government Electronic Tenders Service (GETS), through an Open RFP tender process.
