The Ministry for Primary Industries (MPI) invites proposals from selected service design providers (via the NZ Government Marketplace) for a service design exercise to shape the replacement of MPI’s enterprise Compliance Management System. This engagement is a key part of MPI’s Digital & Workforce Transformation programme and will focus on designing a future-state compliance service and system. The new solution will replace MPI’s legacy compliance systems with a unified, modern platform, aligned with MPI’s strategy of leveraging Salesforce as the primary technology platform for customer, case management and workflow.

The service design must take an “out-of-the-box first” approach, aligning business processes to standard capabilities from Salesforce Public Sector Solutions (PSS) by default, and adopting an iterative, product-centric delivery mindset (defining a Minimum Viable Product and a phased roadmap).
The aim is to accelerate time-to-value by using proven Salesforce modules and best practices, minimize custom development, and deliver functionality in phases (with the first phase in roughly 2–3 months). This procurement will not include system build or configuration activities. However, the outputs of this engagement will inform subsequent investment decisions and downstream delivery procurements.
