Te Uru Rākau – New Zealand Forest Service’s Maximising Forest Carbon (MFC) programme has been exploring and testing new science technologies and methodologies for their application within the Emissions Trading Scheme (ETS,) across three workstreams: Default Carbon Tables (DCT), Carbon Measurement Technology (CMT), P90 Incentives (P90). The MFC programme has delivered outputs with novel approaches, using some highly specialised and technically complex science. There is now a need to appoint suitably qualified supplier/s to undertake up to four independent peer reviews of selected technical reports with novel approaches from the MFC Programme, where specialist expertise is not available internally. The purpose of the reviews is to provide assurance that methods and conclusions are scientifically robust and to strengthen confidence in outputs that inform policy or are publicly referenced prior to any public consultation or release.
