This RFP is issued by the Ministry for Primary Industries, referred to below as "MPI" or “the Buyer” or “we” or “us”.

MPI is seeking to engage an independent programme evaluator to conduct end-of-programme evaluation for two public-private partnership programmes: 1) the Greengrower programme, and 2) Caprine Innovations New Zealand (CAPRINZ) programme. The objective of these programme evaluations is to provide MPI with insights over the development and implementation of both programmes, including assessing its accomplishments, the project risks, areas of improvements and lessons for implementing future programmes under the Primary Sector Growth Fund.
