Overview
Exotic mosquitoes present a growing public health and biosecurity risk in New Zealand, with the potential to transmit diseases such as dengue, Zika, and chikungunya. Climate change and increased international travel heighten the risk of mosquito establishment. A robust surveillance and response system is critical to protecting public health, trade, tourism, and environmental wellbeing, including impacts on taonga species. The review is expected to include a stocktake of the current mosquito surveillance and response system to establish a baseline understanding of existing practices and structures. It will map accountabilities across both border and domestic settings to clarify roles and responsibilities. Through this process, the review will identify any gaps, overlaps, or inconsistencies in the system. It will also examine international best practices to benchmark New Zealand’s approach and draw insights from comparable contexts. Based on these findings, the review will recommend a fit-for-purpose, integrated system tailored to New Zealand’s unique environmental, operational, and public health risks.
The Ministry for Primary Industries (MPI) is planning to commission a comprehensive review of New Zealand’s national exotic mosquito surveillance and response system. To help refine the Consultancy Services Order (CSO) prior to its release, MPI is seeking input from suppliers with relevant expertise. The information you provide will assist in shaping the scope and expectations of the CSO and therefore the review to ensure both are well-targeted and fit for purpose.

This is a request for information (RFI) only and does not represent a commitment by MPI to procure any services. As mentioned above, any information received is intended to inform a future CSO process. If MPI progress with this procurement you will be invited to respond to the CSO.
