Overview

This is an invitation to suitably qualified Post Entry Quarantine (PEQ) Greenhouses Contractors to submit a Registration of Interest for PEQ Facility Design and Build services for the Plant Health and Environment Laboratories (PHEL) contract opportunity. An online Market Briefing will take place on 10th August for interested Respondents who registered for the briefing by 5pm on 9th August. Respondents must submit a signed Confidentiality Deed (Attachment 6.6) to receive Concept Design Sprint 1 – Bulk and Location prior to the Briefing. Please find more information in the ROI.

This ROI is the first stage in a two-stage procurement process. The objective is to select a shortlist of qualified Respondent(s) to proceed to the second step being RFT (indicative release date November 2022).

Biosecurity New Zealand (BNZ), Tiakitanga Pūtaiao Aotearoa, is a business unit within MPI that works to protect New Zealand’s economic security, biodiversity and taonga from pests and diseases that pose a risk to New Zealand's economy, environment, human health and cultural wellbeing. The Plant Health and Environment Laboratory (PHEL) facility at Tāmaki, Auckland comprise of containment laboratories and Level 3B Post-Entry Quarantine (PEQ) greenhouses.

PHEC Project was established to strengthen New Zealand’s biosecurity system through investment in land, modern laboratories, specialist equipment and infrastructure, high security quarantine houses and specialist science personnel for MPI’s plant health and environment operations. Once this facility is built, the plant health and environment operations at the Tāmaki facilities will fully transition over to the new facility. We are seeking a suitably qualified, capable, experienced, and resourced PEQ Greenhouse Contractor to work collaboratively with MPI, the Design Consortium, Main Contractor and MPI’s specialist contractors, to develop the design, deliver and build the new fit-for-purpose, modern facilities to address immediate post-entry quarantine capacity issues and increase long-term capability and capacity to respond to an ever-evolving threat profile.
