Biosecurity New Zealand (BNZ) Tiakitanga Pūtaiao Aotearoa, a business unit within MPI, leads the country’s biosecurity system and spearheads MPI’s work to protect New Zealand from new and emerging exotic pests and diseases that pose a risk to our economy, environment, human health, and social and cultural wellbeing, including taonga species, such as our irreplaceable native plants.

Bio-security New Zealand has a Plant Health and Environment Capability Programme underway (PHEC) that is to strengthen our bio-security system. To service the increase in diagnostic activity, PHEC requires sufficient replacement laboratory and greenhouse space to handle the increased test volumes and PEQ material and enable processing of bio-security response samples in a reasonable timeframe, as well as respond to increasing demand into the future. In addition, the increased activity requires larger facilities to conduct future surveillance and incursion investigation activities and additional office space and other amenities for an increase in staffing numbers.

The BNZ is seeking a suitably qualified, capable, experienced, and resourced main contractor (its own personnel and supply chain) to be engaged to work collaboratively with BNZ, the Design Consortium and BNZ’s specialist contractors, to provide pre-construction services in relation to the developing design of the new fit-for-purpose modern PHEC facilities, ensuring project readiness with a seamless transition from pre-construction to delivery phase.

The bulk and location drawings from the concept design is accessible to respondents on completion and delivery of MPI's Confidentiality Deed (see attachments).

This ROI process will result in a shortlist of qualified respondents, who will be invited to respond to a closed RFP process that will enable BNZ to select its preferred pre-construction contractor. On successful delivery of the pre-construction services agreement, only this preferred pre-construction contractor would then be invited to tender for the actual construction phase.

To that end, MPI invites an RFP response from Suppliers to be engaged as MPI’s pre-construction services consultant to deliver this flagship project in New Zealand’s bio-security defensive armada that will protect our flora and horticultural industries against unwanted pests and organisms.
