Overview

New Zealand Food Safety (Haumaru Kai Aotearoa) is a business unit of Ministry for Primary Industries (MPI). It is a Regulatory Body/Competent Authority that is “trusted by everyone everywhere” and has both a Domestic and International focus. New Zealand Food Safety is undertaking this procurement to replace, consolidate and modernise New Zealand’s critical export and import certification systems.

The Future of Certification (FoC) project will:
• modernise and update MPI’s core certification systems by replacing our five aging certification systems with a single solution (note that the ‘solution’ may be made up of individual but integrated components);
• improve the quality of MPI’s certification service by reducing end user complexity, automating manual processes, and increasing the capacity to send and receive electronic certificates
• enable higher levels of flexibility in the new system thereby creating improved and expanded market access opportunities; and
• improve information sharing with MPI’s biosecurity systems in order to improve the efficiency of border management processes for primary products imported into New Zealand both for domestic consumption and re-export

Our requirements are:
1. a single cloud-based technology solution that will replace the five existing systems for Export Certification; and
2. ongoing support and maintenance of the implemented solution.

The expectation is for a prime supplier. The prime supplier may be a single supplier or a lead supplier responsible for a consortium. The prime supplier must be accountable for the delivery of all the components being procured.
