Overview

Bio-security New Zealand has a Plant Health and Environment Capability Programme underway (PHEC) that is to strengthen NZ’s bio-security system. To service the increase in biosecurity diagnostic activity, PHEC requires sufficient replacement laboratory and greenhouse space to handle the increased test volumes and PEQ material and enable processing of bio-security response samples in a reasonable timeframe, as well as responding to increasing demand into the future. In addition. The increased activity requires larger facilities to conduct future biosecuirity surveillance and incursion investigation activities and additional office space and other amenities for an increase in staffing numbers.

The procurement strategy, accepted by the Project Governance Board, was to implement an Early Contractor Involvement (ECI) approach that initially assesses design buildability and optimisation and then to agree a process for entering into a contract for construction, via the Pre-construction Services Agreement (PCSA). However, the actual process by which MPI will structure and deliver the PCSA, does anticipate being informed by this market engagement process.

This FPO has been released to invite interested partners with direct expertise and experience in construction works involving Science, Research, Health and/or Post-Entry Quarantine facilities to be attend an early market engagement briefing. MPI does intend to invite identified parties, that can demonstrate their capability and capacity to deliver the future PCSA and the actual physical works, to a subsequent one-to-one engagement process to inform MPI on the possible construction works delivery options.
