The Ministry for Primary Industries, through its Te Uru Rākau (Forestry New Zealand) branded business unit, is responsible for the ongoing administration of the Emissions Trading Scheme (ETS) for forestry participation.Te Uru Rākau's seeks a modern, integrated solution for tracking Climate Change information related to forestry land use.
The solution will support the Emissions Trading Scheme administrative functions of Te Uru Rākau's Climate Change Operations team to manage both participants and registered land. This includes being able to keep a history of the interactions between staff and participants and a history of land (including its geospatial history) as it is registered, sold, part sold, harvested, etc. The solution will need to be adaptable to ensure that the complex legislative and regulatory compliance (including changes to that compliance that will occur over time) and must also support the team to track, monitor and manage tasks and processes from start to finish ensuring that desired timeframes are met.
Te Uru Rākau need to gain an understanding if a single solution or a collection of integrated solutions exist within the market that will meet Te Uru Rākau’s needs and if a solution can be delivered by a single vendor or consortium of suppliers with a primary vendor. It is expected that RFI responses will display an insight into the issues faced by ETS forestry Participants (foresters) and Administrators (staff) and how a proposed solution may remove these issues. MPI also requires high level cost estimates as part of the planning and budget processes.
