Justification and compliance
This procurement is exempt under the International Development Assistance (IDA) opt-out rule as it supports bilateral and diplomatic assistance delivered in response to formal requests from Pacific partner governments. The engagement provides specialised fuel security and policy advice through government-to-government cooperation, consistent with MFAT’s development objectives and development assistance mandate. Market testing confirmed that the capability required is highly specialised, with very limited suppliers able to combine deep liquid fuels expertise, Pacific experience, established government relationships, and rapid mobilisation. Direct sourcing therefore supports timely, effective delivery of partner-led assistance and is considered appropriate under the IDA exemption.

Value for money
Direct sourcing is considered to provide better value for money than a full competitive process given the limited specialist market and the time and cost that would be required for alternative suppliers to develop equivalent contextual knowledge and delivery readiness. Proposed rates are generally comparable with relevant AOG consultancy benchmarks. When quality, timeliness, risk, and development outcomes are taken into account, direct sourcing represents the most efficient and effective procurement approach.

What have we purchased:
MFAT has procured specialised technical advisory services to support Pacific partner governments in addressing fuel security challenges and responding to fuel price volatility and supply disruptions. The services provide targeted policy, economic, and fuel sector advice to inform government decision-making, strengthen institutional capability, and support the development and implementation of appropriate fuel security responses.

The advisory services are tailored to the specific needs and priorities of individual Pacific governments and are delivered in response to formal government requests conveyed through New Zealand Posts. Support is provided remotely or in-country as required and focuses on practical, context-specific advice that strengthens government planning, policy development, and resilience.
