Overview:	This is a Notice of Information (Advance Notice) from The Ministry of Foreign Affairs (MFAT) as part of New Zealand’s International Development Cooperation (IDC) Programme for targeting main contractors, for the provision of Early Contractor Involvement (ECI) services for the Niue Justice Building. This opportunity may lead to continuation to Construction services. MFAT is looking to engage through an Early Contractor Involvement (ECI) for the Niue Justice Building project. The ECI is expected to be appointed in early 2027 and will be expected to work collaboratively with MFAT, Government of Niue and the consulting team/s. MFAT is working in partnership with the Government of Niue to design and construct a new Justice Building to enable effective, reliable and inclusive justice services. The new Justice Building will incorporate courtrooms, judicial chambers, office space for staff of Department of Justice, Lands, Survey, a court registry and archival space. MFAT anticipates entering into an ECI pre-construction services contract with the selected supplier. Continuation of ECI to delivery of Construction services via NZS3910:2023 will be subject to a number of criteria, including funding approvals, supplier performance, successful achievement of ECI deliverables and progress through pre-agreed milestones, including achieving mutually agreeable contract terms and pricing reviews. The procurement will be conducted via open market, in a two stage tender process including a Registration of Interest (ROI) phase to create a shortlist who will then be invited to submit a response to a closed Request for Proposal (RFP). Please note that this Advance Notice is not a tender process - it is simply a notification to the supply market that a procurement opportunity is forthcoming. Aside from subscribing to the Future Procurement Opportunity (FPO), you do not have to do anything. Any tender information sent to us will not be considered at this stage. Overview:	The Ministry of Foreign Affairs and Trade is planning to procure one or more suppliers to design and implement an international development programme to improve the quality, coverage, and inclusivity of health services in Kiribati. MFAT is looking to contract the same supplier/s to deliver a design inception phase (including an option analysis) detailed design and implementation. There will be two stop/go clause’s one between the design inception phase and detailed design phase and the second between the detailed design phase and implementation. The proposed Kiribati–New Zealand Health Sector Support Programme will be a strategic investment of approximately NZ$20 million over six years (2026–2032). The programme will have a primary focus on reproductive, maternal, newborn, child and adolescent health (RMNCAH) and the prevention and management of non communicable diseases (NCDs). Overview:	The New Zealand Government, through the Ministry of Foreign Affairs and Trade (MFAT), is partnering with the National Reserve Bank of Tonga (NRBT) to strengthen regulatory oversight and institutional capacity in Anti Money Laundering (AML) supervision. MFAT and NRBT are seeking an experienced Technical Adviser to provide specialist AML supervisory expertise, support implementation of amended legislation, and build sustainable capability across NRBT teams. This role will contribute to protecting the integrity of Tonga’s financial system and strengthening compliance with international AML standards. This is a senior technical advisory position, embedded within the National Reserve Bank of Tonga, working closely with the Governor, senior management, AML supervisors, and the Financial Intelligence Unit (FIU). The Adviser will also engage regularly with MFAT and other development partners to ensure alignment with broader support programmes. This is an excellent opportunity for an experienced AML or financial regulatory professional to deliver meaningful system‑level impact while supporting institutional strengthening within Tonga’s central financial authority. The initial assignment is expected to commence from July 2026 and will be for up to 12 months, with the possibility of extension subject to performance and funding availability. The role is expected to be full time and will be required to spend a minimum of six months in‑country in Tonga over the contract period, with at least the first 2–3 months based in Tonga to support establishment, relationship‑building, and initial delivery. Overview:	The Pacific Agreement on Closer Economic Relations (PACER) Plus is a landmark trade and development agreement that has been signed by 11 Forum Island Countries: Australia, Cook Islands, Kiribati, Nauru, New Zealand, Niue, Samoa, Solomon Islands, Tonga, Tuvalu, Vanuatu. The Agreement covers goods, services, and investment. It aims to lower barriers to trade, provide greater certainty for businesses, raise living standards, create jobs and increase exports across the Pacific. The Parties to PACER Plus are looking to appoint a suitably qualified and experienced person to work as the Head of the Implementation Unit reporting to the PACER Plus Joint Committee. Overview:	This RFI is issued by the Ministry of Foreign Affairs and Trade. Growing the sustainable blue economy (SBE) is critical to support resilient communities and thriving livelihoods in Pacific Island countries. SBE can be understood as marine activities that generate economic value and positively contribute to ecological, cultural and social well-being.  Through emerging areas of ‘blue finance’, there is increasing recognition of the need for innovative finance solutions that leverage Official Development Assistance (ODA) to enable sustainable development. We are considering scaling up our existing support in this area and are looking to work with partners who can deliver finance solutions and technical assistance to support the growth of coastal-focused sustainable enterprises in Pacific Island countries. We are seeking further information from the sector that can inform our approach to finance in the Pacific. Our early design work has been informed by commissioned desktop research and our broader ODA programme. We are interested to receive responses from suppliers that have investment expertise and competence in the following areas: Thematic and geographic areas of investment: our approach focuses on investment in coastal fisheries, aquaculture, marine restoration, eco-tourism, and coastal waste management in the Pacific. Scale of investment: we want to focus on right-sized investments to scale up small enterprises and consider investments in the range NZ$100,000 - $2,000,000 will likely be suitable. Approaches that would involve financing partnerships on a larger scale would also be considered if the linkage to supporting SMEs and community-level enterprises can be demonstrated. Technical assistance: in addition to investment, we consider provision of technical assistance or business development support as critical to successfully scale up small enterprises, build capacity, and transfer knowledge. Pacific experience: familiarity with Pacific Island countries and their economies is important. We are interested in respondents who have demonstrated experience working in the Pacific region or in comparable small island developing states (SIDS), and with experience working at the community and small enterprise level.
