Overview:	This is a Notice of Information (Advance Notice) from The Ministry of Foreign Affairs (MFAT) for provision of construction services on behalf of the Ministry of Education and Training (MoET) in Vanuatu, as part of New Zealand’s International Development Cooperation (IDC) Programme. The goal is to provide resilient, inclusive and sustainable education infrastructure in Vanuatu, as well as responding to the ongoing natural disaster recovery needs. MFAT is looking to engage a construction contractor to complete works at various school sites in Vanuatu, including the provision of labour, plant, materials, project management services, logistics, etc. to complete construction works under three different workstreams: 1. Clear the backlog of repair and reconstruction from previous natural disasters 2. Repair and reconstruction of facilities damaged in future disasters 3. Support MoET ‘business as usual’ school upgrades programme The location of works will be dispersed across Vanuatu, therefore the contractor must be prepared to mobilise for works outside of Port Vila. The term for this contract may extend up until 2033 with periodic reviews if the supplier demonstrates their continued ability to respond to the requirements. The estimated contract value over this period would be up to NZD $16.3 million with potential extension subject to approval. The procurement will be conducted via an open market, two stage tender process including a Registration of Interest (RoI) phase to create a shortlist who will then be invited to submit a response to a Request for Proposal (RFP). We are looking for suppliers who can demonstrate capability and capacity to deliver on time and budget, with relevant Pacific Experience, and ensuring all quality and H&S requirements are met. This is a unique opportunity for suppliers to secure a confirmed pipeline of works that advances important development outcomes in Vanuatu. Overview:	This is a Notice of Information (Advance Notice) from The Ministry of Foreign Affairs (MFAT) as part of New Zealand’s International Development Cooperation (IDC) Programme for targeting main contractors, for the provision of Early Contractor Involvement (ECI) services for the Niue Justice Building. This opportunity may lead to continuation to Construction services. MFAT is looking to engage through an Early Contractor Involvement (ECI) for the Niue Justice Building project. The ECI is expected to be appointed in early 2027 and will be expected to work collaboratively with MFAT, Government of Niue and the consulting team/s. MFAT is working in partnership with the Government of Niue to design and construct a new Justice Building to enable effective, reliable and inclusive justice services. The new Justice Building will incorporate courtrooms, judicial chambers, office space for staff of Department of Justice, Lands, Survey, a court registry and archival space. MFAT anticipates entering into an ECI pre-construction services contract with the selected supplier. Continuation of ECI to delivery of Construction services via NZS3910:2023 will be subject to a number of criteria, including funding approvals, supplier performance, successful achievement of ECI deliverables and progress through pre-agreed milestones, including achieving mutually agreeable contract terms and pricing reviews. The procurement will be conducted via open market, in a two stage tender process including a Registration of Interest (ROI) phase to create a shortlist who will then be invited to submit a response to a closed Request for Proposal (RFP). Overview:	New Zealand is looking to procure a supplier or consortium to design and implement a strategic health investment - the Kiribati–New Zealand Health Sector Support Programme, with estimated value $16 m over seven years (2026–2033) in Kiribati. Overview:	This is an extension of the initial Advance Notice due to a revised release timeframe. MFAT is looking to procure consultancy services to undertake a scoping study for targeted renewable energy investments across Pacific partner countries, including Realm countries. The purpose of this work is to identify a portfolio of renewable energy and electricity network investments that maximises renewable energy supply while minimising the time to commissioning, within the available programme budget. The portfolio will focus on the remediation and upgrading of existing renewable energy and electricity network infrastructure, aligned with partner country priorities and needs. For planning purposes, the current scope being considered includes Tokelau, Niue, the Cook Islands, Samoa, Tonga, Kiribati, and Tuvalu. The final scope, participating countries, and budget will be determined through the business case development process. The expected delivery timeframe is approximately 4–6 months. The Request for Proposal (RFP) is currently planned to be released early August 2026.
