Overview:	This is a Notice of Information (Advance Notice) from The Ministry of Foreign Affairs (MFAT) for provision of construction services on behalf of the Ministry of Education and Training (MoET) in Vanuatu, as part of New Zealand’s International Development Cooperation (IDC) Programme. The goal is to provide resilient, inclusive and sustainable education infrastructure in Vanuatu, as well as responding to the ongoing natural disaster recovery needs. MFAT is looking to engage a construction contractor to complete works at various school sites in Vanuatu, including the provision of labour, plant, materials, project management services, logistics, etc. to complete construction works under three different workstreams: 1. Clear the backlog of repair and reconstruction from previous natural disasters 2. Repair and reconstruction of facilities damaged in future disasters 3. Support MoET ‘business as usual’ school upgrades programme The location of works will be dispersed across Vanuatu, therefore the contractor must be prepared to mobilise for works outside of Port Vila. The term for this contract may extend up until 2033 with periodic reviews if the supplier demonstrates their continued ability to respond to the requirements. The estimated contract value over this period would be up to NZD $16.3 million with potential extension subject to approval. The procurement will be conducted via an open market, two stage tender process including a Registration of Interest (RoI) phase to create a shortlist who will then be invited to submit a response to a Request for Proposal (RFP). We are looking for suppliers who can demonstrate capability and capacity to deliver on time and budget, with relevant Pacific Experience, and ensuring all quality and H&S requirements are met. This is a unique opportunity for suppliers to secure a confirmed pipeline of works that advances important development outcomes in Vanuatu. Please note that this Advance Notice is not a tender process - it is simply a notification to the supply market that a procurement opportunity is forthcoming. Overview:	The New Zealand Ministry of Foreign Affairs and Trade (MFAT) intends to procure a supplier to provide design consultancy services for the Penrhyn Omoka Port Upgrades in the Cook Islands. This opportunity will support critical transport infrastructure in one of the world's most remote locations, helping deliver safe and resilient maritime infrastructure for Penrhyn and the wider Pa Enua (outer islands). MFAT is seeking a multi-disciplinary engineering consultancy to undertake a Feasibility Study, with options for subsequent developed and detailed design, support to construction procurement, and construction-phase design services. The Feasibility Study is expected to include engineering design development, technical investigations, climate and hazard assessments, environmental and social impact assessment, cost estimation, and constructability analysis. Suppliers will be expected to provide expertise in project management, coastal and port engineering, and environmental and social safeguards, while drawing on other specialist disciplines as required. The estimated value of the initial Feasibility Study contract is up to NZ$1.5 million over approximately 12 months. Optional future services may be valued between $3 - $6 million NZD over a further 1 to 4 years. MFAT intends to use a single-stage Request for Proposal (RFP) with pre-conditions. Respondents (or consortium leads) will need to demonstrate: - Direct organisational control of core ports, marine and coastal engineering capability; - Experience designing marine structures in Pacific Island countries within the last 10 years; and - An adequate health, safety and environment management system. Evaluation will consider capability and capacity, methodology and risk management, relationship management, and public value. Joint ventures and consortiums are welcome. Overview:	The Ministry of Foreign Affairs and Trade (MFAT) invites proposals from suitably qualified suppliers to undertake a scoping study for the Renewable Energy Upgrade Programme for the Pacific (RE-UP). RE-UP will identify and prioritise a portfolio of renewable energy and electricity network upgrade investments across the Cook Islands, Niue, Samoa, Tonga, Tuvalu and Kiribati. The programme aims to increase renewable electricity generation, strengthen energy security, reduce reliance on imported fossil fuels, and support Pacific countries to meet their renewable energy and climate commitments. MFAT is seeking a supplier to identify, assess and prioritise investment opportunities with an indicative capital value of approximately NZD 20 million. The scope focuses on improving the performance, reliability and utilisation of existing renewable energy assets and associated network infrastructure, including battery energy storage systems, control systems and grid upgrades. New generation sites, privately owned assets and standalone renewable energy projects are excluded. The successful supplier will: - Undertake desktop reviews and stakeholder engagement with MFAT, partner governments, utilities and development partners. - Develop a transparent investment assessment and prioritisation methodology. - Identify and assess renewable energy and network upgrade opportunities. - Complete site investigations and technical assessments. - Prepare a prioritised investment portfolio, implementation roadmap and procurement recommendations. The assignment is expected to be completed over approximately 4 to 6 months and will require a multidisciplinary team with expertise in renewable energy engineering, power systems, asset management, investment analysis, stakeholder engagement and Pacific infrastructure delivery. Experience working with Pacific utilities and utility scale renewable energy systems is highly desirable. The outputs will provide MFAT with an evidence-based investment portfolio that can be delivered quickly, cost effectively and with a high likelihood of successful implementation, supporting future investment and procurement decisions across the Pacific energy sector.
