Overview

We are buying a SMC who will act as the single lead programme implementing supplier in overseeing all aspects of PINZ delivery including the technical geothermal support, programme management and administrative functions. They are also required to lead all Government of Indonesia (GOI) partner engagement and wider stakeholder/industry engagement on behalf of PINZ, and provide all monitoring, learning, evaluation services. This opportunity is only suitable for a large multi-disciplinary firm, that has geothermal as a core part of its existing business, with deep existing Indonesian experience and a flexible/dynamic workforce to be able to deliver a programme of this scale and complexity.

The SMC must have excellent programme management and familiarity with the Indonesian geothermal sector and the ability to sub-contract the nominated key personnel and specialised GE technical assistance and capacity building services to deliver the following components. Delivery of the three technical geothermal support components (the Components) will be led by the SMC, either through its in-house technical capability or through sub-contracted expertise:

• Component 1: GE policy support, regulation and sector planning
This component will: prioritise GE investment; provide technical inputs for new GE standards; regulations and policy setting; evaluate GE tariffs and support the transition to mutually beneficial partnerships between Indonesia and Aotearoa New Zealand (Ao-NZ) geothermal entities. This component will also provide access to timely, independent and trustworthy technical information and analysis, complemented by associated staff training workshops.

• Component 2: Technical support and capacity building for planning, executing, recalibrating exploration drilling.
This component will provide GE technical support and capacity building support targeted towards GoI agencies responsible for exploration. Support will involve best practice environmental, social and governance (ESG), developing a national GE communication programme to disseminate trustworthy GE information and promoting women stakeholders’ equal and meaningful participation in the GE community engagement process.

• Component 3: Training for GE workforce skills.
This component will combine training previously delivered by MFAT’s former IDC geothermal support activities, Geo-INZ and NZSTIGS, and complement GE sector training delivered through the IDC Scholarship programme.
