Overview

New Zealand has launched the Solomon Islands-New Zealand Education Partnership 2025-2035 (SINZEP), the next phase of New Zealand long-standing support for Solomon Islands’ education sector. SINZEP aims to strengthen Solomon Islands’ Ministry of Education and Human Resources Development (MEHRD) governance, leadership and management capabilities to deliver key education reforms, towards the goal of ensuring all Solomon Islands have access to quality education.

The Ministry of Foreign Affairs and Trade (MFAT) intends to procure the services of a Supplier to establish and manage a Partnership Support Hub to support MEHRD’s delivery under SINZEP. Key functions of the Partnership Support Hub are likely to include:
- Providing strategic guidance for programme planning and delivery, including identification of implementation options, associated risks and mitigation strategies;
- Provision of advisory and technical support;
- Public diplomacy and communications;
- Coordinating across education sector stakeholders
- Monitoring and evaluation service;
- Administrative services, including management of a grants facility/

The overall objective of the PSH is to support locally-led improvements in the delivery of education in Solomon Islands. MFAT will seek bids that reflect an understanding of how to foster local ownership and culturally attuned ways of working
