The Ministry of Foreign Affairs and Trade invites proposals from selected experienced consultants to support the Government of Tonga’s Ministry of Justice in assessing redevelopment options for the damaged Court House in Nuku’alofa. The Court House is a key piece of Tonga’s justice infrastructure, both functionally and symbolically. This study will help shape a redevelopment roadmap and attract potential multi-partner investment. The project includes a site visit, stakeholder engagement, development of up to three concept designs, cost estimates (±30% accuracy), and a final report outlining design rationale, costs, risks, opportunities, and recommendations.
MFAT seeks suppliers with proven experience in architectural concept design for justice or civic facilities in the Pacific. Cultural awareness, stakeholder engagement, and value-for-money delivery are essential. Proposals should also demonstrate commitment to Broader Outcomes, including workforce diversity and regional capability building.
