MFAT would like to inform the market of an upcoming opportunity for a project consultant to provide technical advice and services for the planning and development of a new property for the Pacific Regional Centre for Disability Inclusion in Suva, Fiji. We anticipate the RFP will be published in early September, and close in early October. Please note that this is an advance notice only - questions are welcome but you are not expected to submit a response at this stage.
Background:
The Pacific Regional Centre for Disability Inclusion (PRCDI) presently occupies the ground floor of the UN building in Suva, and due to UN relocating in 2025, alternative accommodation is required for operational use on or before March 2025.
MFAT are funding the initial stage to determine the scope of a new office for the PRCDI.
The new PRCDI accommodation functionality will be required to fully support the PRCDI operations and provide office space for their current staff of 23 (not all staff will be in the office at the same time), some capacity for growth to provide flexible spaces that can be used to host conferences and training activities in or near Suva, and provide on-site accommodation for visitors to a total of 10 persons with disabilities, and 10 persons without disabilities.
The Pacific Regional Centre for Disability Inclusion requires a specialist service provider to help scope their new accommodation to meet their operational requirements for the current and foreseeable future, and provide conceptual plans to enable them to determine budget, schedule and options for a preferred accommodation outcome that may include purpose built owned property or leased modified property.
The preferred consultant will be engaged and paid by MFAT, with key interface being direct to the PRCDI.
Skills:
Proposals are sought from suitably qualified consultants that
1. Understand the Suva Market
2. Have commercial property development expertise
3. Have experience in developing layout plans for similar facilities to accommodate both administrative and accommodation for persons with disabilities
Indicative Timeline:
• Contract Award - November 2022
• Potential support of visit to Bangkok facility – November 2022
• Develop a client brief - December 2022
• Assist in identifying potential locations to build or purchase - January 2022
• Provide office layout, fit-out and costing report - February 2023
• Provide support to negotiate possible lease/purchase (Prov Sum) - May 2023
