The Ministry of Foreign Affairs and Trade’s Pacific and Development Group are looking for a Technical Adviser, or a firm that can deliver Technical Advice, on behalf of the Government of Tokelau and Teletok to assist Tokelau to fully realise the intended benefits of pending connection to the Southern Cross NEXT submarine internet cable, associated domestic connectivity infrastructure and the upgrade of fibre networks to Tokelau’s villages.
The goal of the activity is to provide the Government of Tokelau and Teletok with technical assistance and support, focused on building capability, in order to assist Tokelau to benefit fully from affordable access to high-speed and high-bandwidth internet.
The intended outcomes of this Technical Assistance are:
• Government of Tokelau and Teletok receive relevant, timely, sound technical assistance and support, focused on building capability;
• Government of Tokelau approves and implements a national strategic plan and an implementation plan for e-government and digital services
• Teletok approves and implements a corporate plan aligned with the Tokelau national strategic plan for e-government and digital services.
• Government of Tokelau approves national legislation and policies to enable Tokelau to safely transition to digitalisation of government
The initial assignment will be for up to 6 months full time, with an option to extend to a further 18 months. Anticipated start in February or March 2022. This role can be done partially remotely, but will require significant travel to Tokelau. Respondent(s) may be an individual, or group of individuals, or a firm.
