Overview

MFAT is the lead agency for provision of GWAN services under a Master Services Agreement (MSA). The primary use of the GWAN is to connect overseas branch office IT systems to NZ head office systems of respective GWAN Partners. Local Internet access, backup links and remote connectivity from agency owned devices are important parts of the network.

Project Goal
To support evolving business demands, NZ government agency IT strategies are looking closely at, and where possible making use of, benefits of syndicated partnerships, virtualisation and cloud technologies including the extension of the current GWAN service capability to support these wider IT strategies.

Because GWAN Partners are reliant on capabilities of the GWAN preferred supplier, the capability of the supplier to deliver a reliable connection service to offices across the globe is a key element.

The supplier’s future vision and product development is another key element to future delivery of ICT services to overseas offices. GWAN Partners recognise ongoing investment in fibre networks, technology innovation and IT service development are driving improved price/performance in international networking and they wish to benefit from improvements without compromising security.

ROI Process
The ROI is the 1st phase of a 2 step procurement process. Respondents will be invited to submit a written proposal that assists the Ministry to identify options and opportunities available to best support its primary objectives. Respondents will be asked to provide indicative total contract value fees in order to assist the Ministry ascertain budgetary requirements. Respondent’s submissions to the ROI will need to meet a list of pre-conditions (which will be listed in the ROI) in order to be evaluated against non-priced attributes. Depending on the outcome of that, the Ministry will shortlist a number of Respondents who will be invited to respond to an RFP, the 2nd phase of the procurement process.

The Ministry has an aspirational target to release the ROI on GETS in May 2020, this will be influenced by capacity and Covid-19 impacts:

The Ministry welcomes notification of intent to respond to Commercial@mfat.govt.nz. Likewise, please email us if you have technical/capacity difficulties to participate due to Covid-19. If suppliers can’t respond to an ROI due to remote working staff, we may consider suspending the process.
