Technical Adviser to the Tuvalu Central Contract Management Unit

• Up to 6 months in country with an opportunity to extend for an additional 12 months
• Located in Funafuti, Tuvalu
• ASAP Start Date

The New Zealand Government has partnered with the Government of Tuvalu to support the development of a Tuvalu Central Contract Management Unit (CCMU) to increase the capacity to manage Government contracts.

The key objective of this role is to:

Strengthen the Tuvalu CCMU by providing systems, support, and training to the Ministry of Finance and Economic Development (MFED).

The Advisor will work closely with MFED staff and report to the Minister of Finance and Economic Development. The successful candidate will be contracted and managed by MFAT.

The key Functions are to:
• Support the CCMU by assisting the MFED and other Line Ministries in the management of Government Contracts;
• Support the MFED with developing a contract register to monitor all active contracts for the Government of Tuvalu and enable good contract governance; and
• Develop local capability through training and mentoring

This opportunity will appeal if you have:

• A tertiary qualification from a recognized academic institution
• 5+ years of Contract and Negotiations experience, including drafting contracts
• Ability to work in a complex work environment with the patience, creativity and tenacity to deal with institutional and cultural challenges
• Political sensitivity and stakeholder engagement – ability to interact with key public sector staff and adjust approach to obtain outcomes
• Develop negotiation strategies that minimize potential losses and benefit the Government of Tuvalu
• A high standard of analysis, planning, financial management and reporting
• A flair for transfer of skills and knowledge to counterparts, including in cross-cultural contexts
• Be fluent in English, both in written and oral contexts
