The New Zealand Government has partnered with the Government of The Kiribati to support labour mobility in Kiribati. In April 2014 they signed a renewed ‘Joint Commitment for Development’ which included a commitment by New Zealand to “Support access to international employment through strengthening maritime and fisheries training at the Maritime Training Centre, with particular focus on the Marine Training Centres new fisheries department and officer training.”
New Zealand’s support to the Marine Training Centre is overseen by a Project Coordination Committee that meets regularly and additionally as required. The Committee members include the Government of Kiribati, ministries as appropriate, and key internal and external stakeholders. This role will be accountable to the Project Coordination Committee, via established reporting lines to the Captain Superintendent and the Secretary to the Ministry of Employment and Human Resources, and will consult regularly with the New Zealand High Commission.

The key objective of this role is to:

Work with Marine Training Centre and the Government of Kiribati to support the implementation of the fourth phase of the New Zealand funded Marine Training Support programme. The Project Manager will work with the Marine Training Centre to establish and deliver a programme of compliant officer training, assess and update current courses, upskill and mentor staff and support the marketing and modernisation of the school.

The key Function is to:

• Implement ship’s nautical and engineer officer level training, assessing and updating current courses and establishing new courses
• Deliver the Marine Training Centres annual programme of courses, strengthening curriculum quality and assurance systems
• Upskill instructors, management and support staff
• Assess the operating business model of the Marine Training Centre against industry changes and Kiribati needs
• establish good change management processes
• Market the Marine Training Centres courses and graduates
