MFAT has a number of international offices (Posts). Each Post directly employs citizens of those countries on local employment contracts (Locally Employed Staff or LES).

To date, each MFAT Post has calculated their respective payroll payments for LES by using purpose built spreadsheets. This process, whilst compliant, creates a level of effort, support and maintenance that is not sustainable. With the emergence of cloud-based solutions and payroll as a service provider, MFAT is now seeking information to assess the viability of carrying out a formal procurement for a common cloud-based payroll service (either software as a service or payroll as a service) for those Posts based in the Pacific region
