The Ministry of Education is seeking to engage a single, suitably experienced and efficient leasing management company to provide nationwide leasing management services for the Ministry of Educations School Commercial Leasing Portfolio.
Project Management (PM) Services are also required to support between 1-3 project per year that require interior fit outs, making leased spaces suitable for teaching. The PM is also responsible for the procurement of the main contractor to support project fit outs, which are presented to the Ministry on an Open Book basis. Additionally, and where required, the PM is also responsible for sub-contracting Lead Design services where internal fit out projects are needed, which are again presented on an Open Book basis.
The current provider manages about 386 leases for the Ministry, which equates to approximately $73m per annum (excluding GST) – and this is confirmed to increase up to $80m per annum for the 2026/27 financial year. This includes school leases, regional health school leases, Treaty of Waitangi sale and lease-back leases and establishing new school leases and Treaty leases.
The Commercial Leasing team within the NZ School Property group provide a range of specialised services and advice (directly or through a third party) to manage the physical school estate.

This contract was awarded to Colliers New Zealand Limited and began on 04 September 2026. The term of this contract is until the completion of the initial 4-year term - which is set to conclude on 31 August 2030.
It is intended that the whole of life contract value resulting from this procurement will fall within the $1m-$5m value band.
