Overview

i. General description of the Project: The project comprises fencing and gate
remediation and replacement works at Avalon Primary School to address
perimeter security issues, including removal of non-compliant fencing and gates
and installation of compliant fencing and gate hardware.
ii. Outcome sought: The outcome sought is a compliant, secure perimeter and
access control arrangement, including 1.8m-high fencing and secure, selfclosing gates, to reduce opportunities for climbing and unauthorised exit.
iii. History: Inconsistent fencing heights below 1.8m, climb assists, unsecured and
non-self-closing gates, and multiple uncontrolled access and egress points,
creating a serious safety risk due to the site’s proximity to public areas and
roads.
iv. Overview of the programme of which this project is a part: This project forms part
of Avalon Primary School’s LSM-funded safety improvement programme and
focuses on perimeter fencing and gate upgrades to mitigate uncontrolled student
egress and improve compliance and site security.
v. Requirements for phasing and / or staged handover of the project: Works will
need to be staged to maintain school operations and safety during construction,
and some higher-impact activities may need to occur outside teaching hours or
during school holidays, subject to confirmation with the School.
