TKKM o Te Whānau Tahi
Te Kura Kaupapa Māori O Te Whānau Tahi (the Kura) is a composite year 1-13 kura currently operating from its site at 83 Lyttleton Street, Christchurch. The Kura is experiencing growth and suffers from building condition issues. The Kura has a total of 17 existing teaching spaces (TS), of which 6 are Short Term Roll Growth (STRG). The current roll of 235 is projected to increase to 280 by October 2026 and 350 after October 2028. Capacity is planned for 350 student places (25TS). Several buildings at the Kura experience design related weathertightness failings.
The Lyttleton Street site where the Kura is currently based is a former industrial landfill, capped with a gravel layer. While there is no safety risk, managing contaminants and soil gases significantly increases the cost of building, constraints site use, limits development opportunities and creates an ongoing passive consenting obligation that the Crown (as the landowner) is liable for the management of.
A Business Case was approved in May 2025 to reset the project direction to acquire and relocate the Kura to the former Seven Oaks School site located at 77 Murphys Road, Christchurch. Site master planning of the Murphys Road site including additional due diligence has been undertaken through the Standard Planning process.
Te Pā Rākaihautū
Te Pā o Rākaihautū (Te Pā) has faced a long and complex journey toward securing a permanent location, marked by multiple resets, delays, and community concerns. With multiple permanent sites being identified, progressed, then declined.
Since relocating to the temporary Linwood Intermediate site in 2015, Te Pā has operated in aging facilities, most built in 1953, which are now rated in poor condition and Te Pā is concerned that the assets are unfit for delivering its Kaupapa Māori Education (KME) curriculum.
Despite these challenges, Te Pā has experienced significant growth, doubling its roll since opening in 2014 and aspiring to expand to 700 students within 12 years. High level preliminary analysis notes that demand for Māori Education in Canterbury exceeds current capacity, with only 3.5% of Māori students enrolled in Level 1 KME compared to the national average of 8.2%.
A permanent solution is needed to resolve condition issues and meet the growing demand for Māori Medium Education (MME).
