The project scope for this procurement includes a two-storey, 10 teaching space block, including five specialist teaching spaces, admin and resource space. No additional carparking is required. The scope excludes the remediation of the existing Makomako block or other redevelopment at the school.
The design will need to go through the Ministry’s design assurance process at 50% and 100% preliminary design.
The Albany Junior High School site is subject to a designation for education purposes. The designation contains a number of conditions that need to be met in order for any works to use the Outline Plan process. Condition 6 of Designation 4500 requires at least 80% of the site to remain permeable, however, this threshold has already been exceeded. Therefore, any additional impervious area on the site cannot utilise the usual Outline Plan of Works process.
As the Outline Plan process cannot be used, a resource consent will need to be applied for, under the land use provisions of the underlying zone. This process is subject to the normal assessment and notification tests, and this should be considered in any programme or planning for consenting.
The 10 teaching space block will be delivered under a design and build (D&B) contract. D&B tenderers will be asked to propose the fastest, most cost-effective approach to design and delivery, using modern methods of construction based on Ministry standard, repeatable and/or reference typographies.
