The Puketaha Primary School Multi-Purpose and Classroom Rebuild Project is a Design & Build (D&B) project led by the Puketaha Board of Trustees with Ministry of Education funding support, following the loss of the school’s multi-purpose facility and one classroom, due to fire in 2024.
The project will reconstruct a new multi-purpose space and part of a classroom block, utilising the repeatable Papamoa College “Whare Ako” design, adapted to fit the existing 12 m × 23 m concrete slab. An assessment is underway to determine whether the existing slab can be reused, and if not, to what extent modifications or reconstruction may be required. The facility will include approximately 30 m² of internal partitions for a stage wall and two resource rooms, supporting performing arts and small group learning, as well as a new classroom.
Outcome sought is to deliver a fit-for-purpose, flexible learning and performance space that supports teaching delivery and community use while replacing the fire-damaged facility.

Pricing was normalised during the evaluation process to enable a like-for-like comparison between submissions. These adjustments were limited to clearly identified inclusions and exclusions and were applied consistently for comparative purposes only.
Following clarification aligned with the Notice to Tenderers (NTTs), Foster Construction Group Ltd demonstrated the strongest overall proposed solution. Their submission included a robust risk-based approach to managing slab uncertainty, supported by BIM modelling and the proposed Cupolex system, together with an appropriate health and safety methodology for working within a live school environment.
Programme efficiencies were also identified through revised construction sequencing.
Foster Construction Group Ltd achieved the highest non-price score and ranked second on price, and was therefore assessed as offering the best overall value for money.
No adverse matters were identified during evaluation. The evaluation team was satisfied with Foster’s re-submission and recommends proceeding with the award of the contract to Foster Construction Group Ltd.
