Overview

Callaghan Innovation is the New Zealand government’s business innovation agency. Our primary objective is to support science and technology-based innovation and its commercialisation by businesses. We’re here to liberate innovators. Callaghan’s five-year strategy (May 2018) is focused on our mission to activate innovation and accelerate commercialisation for a better NZ.

Callaghan supports the government’s goal for R&D expenditure to grow to two percent of GDP by 2027. The strategy is supported by strategic pillars, which have been used by the Executive Leadership Team to set Strategic Initiatives. The Strategic Initiatives focus on amplifying what we do every day and help us reach more NZ businesses more impactfully to make the most difference for NZ.

In support of Strategic Initiative 3 (Gracefield Reinvigoration), a Programme Business Case (PBC) was presented to Minister Woods in August 2018 outlining the investment needed to address decades of under-investment in the Gracefield site to create a world-class innovation hub. The PBC proposed a phased multi-year redevelopment of the site within two programmes of work, The Tactical Estates Continuity Programme and Strategic Programme.

The Tactical Estates Continuity Programme seeks to fulfil its duty of care responsibilities to its employees and tenants. The programme has been split into five trances with ‘Tranche 4 – Flexible Workspaces’ seeking to resolve the issue of old facilities and limited appropriate workspaces constraining the growth. T4.1 or the library refurbishment project is a full refurbishment of an existing facility.

This project is based at the Gracefield site and involves demolition, seismic strengthening, compliance upgrades, a full building services replacement and fit-out to the existing 5-storey Library Building. Key project requirements for your information are identified below:
• The full package of works will be issued for pricing and programming on 16 August 2021 however a supplementary package containing detailed information around the fit-out scope will be issued following signing of the contract.
• The Library building will be fully vacated which means the contractor will have full occupancy of the building throughout construction.
• The construction programme has an anticipated start date of Oct/Nov 2021 with completion in Sep/Oct 2022.
• The construction budget sits within the range of $10M - $14M.
