The LED Replacement Programme is a Budget initiative to replace incandescent lighting with high efficiency Light-Emitting Diode (LED) lighting. This initiative is part of a broader Energy Efficiency Package which will improve the sustainability of the school property portfolio.
This ROI preferred procurement route for the Rotorua pilot scheme is to identify suitable lighting suppliers who can supply and install a quality LED solution to 35 school in the Rotorua region in a circa 4 month period which includes sourcing of the light fittings.
It is anticipated that the supplier will either have a contracting arm or engage/partner with a quality electrical contractor/s to undertake the installation. It is key requirement for the LED light fittings to be a tried and tested solution in the NZ industry which will have the backing of supplier throughout the warranty period.
It is anticipated that the warranty will be at least 5 years and the warranty will include replacement of any defective fitting on site. This ROI does not preclude Electrical Contractors from submissions however we anticipate a supplier led team is likely to provide a better commercial outcome to the Ministry Of Education unless demonstrated otherwise in the ROI Submission.
LEDs will be installed in all teaching spaces, up to four surplus spaces (aligning with the Ministry’s rationalisation policy) and in all non-teaching spaces at each school (subject to any identified exclusions).
On-site lighting audits are currently being conducted at the 35 schools to produce a schedule of required lights. This schedule will be provided to shortlisted suppliers in the RFT stage to assess proposed approach and price. The installation of LEDs in all schools must be completed by 15 July 2020, carried out by a registered electrician and be in accordance with the Ministry Electrical Installations: Standards for Schools, AS/NZS 1680, AS/NZS 3000 and all relevant standards.
