Health New Zealand intends to undertake a procurement for community-based maternal mental health, peer-led support for substance related harms and wellbeing initiatives.
The opportunity will focus on practical, emotional, psychosocial and lived-experience support for people experiencing mental health and wellbeing needs during pregnancy and following birth, people affected by perinatal bereavement, and individuals or whānau experiencing substance-related harms.
Health NZ is particularly interested in community and whānau-led approaches that provide accessible and welcoming ways for people to connect, receive support and build relationships. This could include peer and lived-experience support, parent, whānau or mutual aid groups, drop-in or connection opportunities, facilitated groups, practical or home-based support, bereavement support, and other locally developed approaches.
We want to hear from established NGOs as well as grassroots and smaller community groups, Iwi and Māori organisations, Pacific organisations and other locally connected providers. This includes organisations working with priority populations such as rainbow communities, disabled people, ethnic and migrant communities, and rural and underserved communities. Organisations do not need to be specialist mental health and addiction providers; trusted community relationships and the ability to provide meaningful, accessible support are important.
The procurement is expected to bring together four related initiatives. Providers may respond to one or more, depending on their capability, experience and areas of focus:
•peer and lived-experience support for maternal mental health;
•community-led maternal mental health and whānau wellbeing initiatives;
•community-based mental health and wellbeing support associated with perinatal bereavement; and
•community-based mutual aid and peer-led services for individuals and families experiencing substance-related harms.
The procurement is expected to commence with an open Expression of Interest, followed by a closed Request for Proposal for shortlisted respondents. Organisations may express interest in one or more initiatives and multiple contracts may be awarded.
Indicative timing: Procurement and service establishment are expected to commence in 2026.
