Upcoming Procurement Opportunity: Round 3 Mental Health and Addiction Community Sector Innovation Fund

Health New Zealand | Te Whatu Ora intends to launch procurement for Round 3 of the Mental Health and Addiction Community Sector Innovation Fund (“the Innovation Fund”). This round provides a further two year allocation of $10 million (up to $5 million per year in 2026/27 and 2027/28). Funding is time limited and does not extend contracts from previous rounds. All eligible organisations, including past recipients, may apply.

The minimum matched funding requirement of $100,000 remains in place. The Minister for Mental Health has also confirmed updates to the Social Return on Investment (SROI) requirement. Applicants will now provide a Theory of Change and early SROI indications at application, with a full SROI required only for successful providers as a contractual deliverable. This aims to reduce compliance burden while maintaining accountability.
The Innovation Fund supports short term, innovative projects that improve mental health and addiction outcomes across Aotearoa New Zealand. Eligible organisations include NGOs, community providers, iwi based and kaupapa Māori providers, and others meeting the criteria.

Health NZ will use a two stage procurement process: an initial Registration of Interest (ROI) to assess eligibility, followed by a closed Request for Proposal (RFP) for shortlisted applicants. This approach aligns with Government Procurement Rules and minimises unnecessary compliance.
Indicative timeframes
• ROI published on GETS: 30 March 2026
• Closed RFP to shortlisted applicants: Early May 2026
• Contracts expected: Q1 2026/27 (July–September 2026)
Start dates may be staggered for applicants with existing Innovation Fund contracts extending into 2026/27.
