The Health NZ Regions of Northern, Te Manawa Taki, Central and Te Waipounamu and their Districts do not have the capacity to provide all the Ophthalmology services needed to meet the current demand for their population. The Health NZ Districts have, therefore, identified a need to outsource Ophthalmology services for an initial period of five (5) years, with one (1) right of renewal of five (5) years.
The objective of this Request for Proposal Response Process is to facilitate the establishment of a Panel to deliver options for best public value for the Health NZ Districts, which is consistent with the expectations of both the Office of the Auditor-General and District obligations to balance ethical and sound commercial practices, within a robust, transparent and fair process.
Health NZ is also seeking feedback on the delivery of additional Commitment Contracts for Ophthalmology services that would operate as a variation to the Panel Agreement. The Commitment Contracts will have an initial term of three (3) years, with one (1) right of renewal of three (3) years.

We invite Proposals from Service Providers who meet the clinical, commercial, and other requirements set out in the RFP and who wish to be appointed to the Panel.

The Regions and Health NZ Districts included in this RFP are:
Health NZ Northern Region comprising Te Tai Tokerau, Waitematā, Te Toka Tumai Auckland and Counties Manukau Districts.
Health NZ Te Manawa Taki Region comprising Hauora a Toi Bay of Plenty, Lakes, Tairāwhiti, Taranaki and Waikato Districts
Health NZ Central Region comprising Te Pae Hauora o Ruahine o Taraua MidCentral, Te Matau a Māui Hawke’s Bay, Capital Coast & Hutt Valley, Wairarapa and Whanganui Districts

Further Award Information:
Health New Zealand has established a National Ophthalmology Services Panel Agreement following an open market Request for Proposals (RFP) process. Twenty-seven suppliers have been appointed to the panel. The panel will provide outsourced ophthalmology services across the Northern, Te Manawa Taki, Central and Te Waipounamu regions, including Patient assessments, Diagnostics, Clinic-based procedures, Theatre-based procedures and Wet lease services.

The National Ophthalmology Services Panel Agreement is an Open Panel Agreement. Panel membership may be reviewed during the term of the agreement, and additional providers may be appointed should circumstances change or additional provider capacity be required to meet service demand.

Panel Agreement commencement date: 1 July 2026
Panel Agreement term: Initial five (5) year term expiring 30 June 2031, with one right of renewal for a further five (5) year term.

The Panel Agreement does not include any commitment to procedure volumes or spend. Procedure volumes will be allocated through Statements of Work (SOWs) issued by Health New Zealand regions. Following provider acceptance, a Purchase Order issued under an approved SOW forms the binding contract between the parties.

Estimated annual spend (FY2026/27): NZD $45 million.
Estimated whole-of-life spend: NZD $450 million over the full ten-year term of the arrangements.

Commitment Contract Variations:
In addition to appointment to the National Ophthalmology Services Panel Agreement, Health New Zealand has entered into Commitment Contract Variations with selected panel providers. The Commitment Contract Variations are specific contractual commitments for individual providers and districts within each region. These contracts have an initial term of three (3) years with one right of renewal for a further three (3) year term and operate in accordance with the National Ophthalmology Services Panel Agreement.
