Overview

Health New Zealand is seeking proposals from suitably qualified and experienced debt collection agencies to establish a list of suppliers for the provision of debt collection services, with a primary focus on outstanding non-resident and resident patient debt across New Zealand’s public hospitals.
The intent is to appoint non-exclusive suppliers under separate contracts. Services may be allocated on a geographic, district, regional, or regional grouping basis, or a combination of these, depending on operational requirements.
Respondents must demonstrate strong capability in ethical and compliant debt collection, experience managing complex and sensitive cases (including vulnerable populations), robust data security practices, and the ability to provide accurate, timely, and transparent reporting. Compliance with all relevant legislation, privacy obligations, and the Health Information Security Framework for Suppliers is mandatory.
This procurement supports Health New Zealand’s objective of establishing a consistent, national approach to external debt collection, replacing legacy district arrangements and improving visibility, value for money, and debt recovery outcomes.
