Overview

Health New Zealand is undertaking work to address the FASD Action Plan 2025-28 priority action of: Establishing a targeted community-based assessment, diagnosis and early intervention behavioural and learning development support programme for children and young people with FASD and possible FASD. This aims to contribute to the outcome of: Supporting individuals and families across the life course – People have access to timely FASD assessment and diagnostic services, are supported to shift through critical development stages, and there are clear pathways to services that support holistic wellbeing across the life course.

We are completing business and strategic planning and expect to undertake a procurement process to select a provider or providers working together in collaboration to deliver services to achieve the outcome above. We expect to post an RFP early in 2026 that will address the following dimensions:

Scale, scope and location

Referral pathway – How will people be identified and become eligible for services?

Diagnosis and support – What services and support will be provided and included in FASD assessment pathway?

Cultural capacity – How will the pathway and overall service be culturally grounded and/or integrate kaupapa Māori approaches?

Service delivery/solution

Context and infrastructure – In what setting will FASD assessment and diagnosis take place and what workforce and/or physical infrastructure is required?

Data collection – How will data be collected through potential systems to capture the client journey and support reporting/measurement and understanding of FASD impacts/prevalence?

Workforce and capability – How will the programme support growing FASD diagnosis capability and capacity?

We encourage all interested provider/providers to monitor the Government Electronic Tenders Service (GETS) for the release of the formal RFP.
