Overview

Health New Zealand | Te Whatu Ora (Health NZ) is seeking providers to deliver Home and Community Support Services (HCSS). Procurement will seek to establish one type of bulk funded HCSS contract with multiple providers for the Te Manawa Taki region, within the current budgets of HCSS spend for the region’s five districts - Lakes, Bay of Plenty, Taranaki, Tairawhiti and Waikato.

The expectation is that those successful through the procurement process will be well established, have wide geographical reach, well trained workforces in restorative approach, and developed infrastructure including IT systems, that allow for data sharing with Health NZ.

The intention is to run a two-stage procurement process starting with an open competitive Registration of Interest (ROI) followed by a closed Request for Proposal (RFP) process. Pre ROI sessions are intended to be offered (to be confirmed in early 2026) ensure all interested parties are informed regarding the intended bulk funded case mix restorative care regional approach sought.

The full submission criteria and ROI process will be published on GETS in July 2026.
