Overview

Health New Zealand | Te Whatu Ora is seeking quotes for flexible, innovative solutions to secure access to a pre-pandemic influenza vaccine as part of New Zealand’s pandemic preparedness. The vaccine may be used if a novel avian influenza virus, such as H5N1, poses a significant public health threat.

We are particularly interested in vaccines designed to provide protection against H5N1 strains with current pandemic potential, suitable for use in adults in New Zealand, and available for delivery by 1 July 2026, with a further batch in 2028 to replace the first as it reaches the end of its shelf life. The 2028 batch should reflect best practice and be appropriate for the likely circulating strain at that time.

Solutions should be:
• Safe, effective, and cost-effective
• Supported by Medsafe approval for each batch
• Based on any effective vaccine technology
• Available in single- or two-dose courses as appropriate

Responses must be standalone and not conditional on Health NZ awarding any other vaccine or product contracts, including seasonal influenza vaccines.

A consortium bid may be considered; however, the consortium must clearly identify a lead provider who will be accountable for delivery and act as the counterparty to Health NZ’s contract.
