Overview

Health New Zealand – Counties Manukau is undertaking the construction of a new ward containing 19 beds on the existing ground floor of the Edmund Hilary Block located at Middlemore Hospital to contribute to enhanced healthcare services and better outcomes for our community.

Health New Zealand – Counties Manukau wishes to engage a provider from the All-of-Government (AOG) Construction Consultancy Services (CCS) Panel to provide Specialist Design Services for the construction of a new ward on the existing ground floor of the Edmund Hilary Block located at Middlemore Hospital. Health New Zealand – Counties Manukau requires a provider with specialist expertise in the delivery of design within brownfield site-wide infrastructure upgrades, ideally in a healthcare campus or other live operational environments. Health New Zealand – Counties Manukau is looking for an engagement of a Specialist Design Consultant to provide the Services to complete the Concept and Preliminary Design required to prepare the Business Case for seeking funding for the construction of a new ward on the existing ground floor of the Edmund Hilary Block.

We invite proposals for the following stages:
Stage 1: Concept and Preliminary Design
Stage 2: Developed and Detailed Design
Stage 3: Procurement, Construction, and Handover
Please note that the commencement of Stage 2 is conditional upon the approval of the Business Case.
The schedule for Stage 3 will be aligned with the procurement timeline and programme submitted by the Main Contractor. (The Main Contractor will be procured following the completion of the final Detailed Design.)
Engagement for Stages 2 and 3 will be considered a Variation to the agreement, subject to Health New Zealand’s acceptance of the Consultant’s proposed programme and pricing.

The Client reserves the right, at its sole discretion, to:
(a) vary this Agreement to extend the Consultant's services beyond the Preliminary Design Stage;
(b) initiate a new procurement process; or
(c) appoint a different consultant for the provision of such services.


This is a single-stage Secondary Procurement process. This Request for Proposal (RFP) is an invitation to receive a proposal from the providers shortlisted from the AOG Construction Consultancy Services panel. The proposal will detail the relevant experience, capability, capacity, and value-for-money offering of providers to provide Specialist Design Services for the Project.
