Health New Zealand – Counties Manukau is undertaking the construction of a new ward containing 19 beds on the existing ground floor of the Edmund Hilary Block located at Middlemore Hospital to contribute to enhanced healthcare services and better outcomes for our community.

Health New Zealand – Counties Manukau wishes to engage a provider from the All-of-Government (AOG) Construction Consultancy Services (CCS) Panel to provide Architectural Design Services for the construction of a new ward on the existing ground floor of the Edmund Hilary Block located at Middlemore Hospital. Health New Zealand – Counties Manukau requires a provider with specialist expertise in the delivery of design within brownfield site-wide infrastructure upgrades, ideally in a healthcare campus or other live operational environments. Health New Zealand – Counties Manukau is looking for an engagement of Design Consultant to provide the Services to complete the Concept and Preliminary Design required to prepare the Business Case for seeking funding for the construction of a new ward on the existing ground floor of the Edmund Hilary Block.

We would like to receive proposals for Stage 1 (Concept and Preliminary Design Stage), Stage 2 (Developed and Detailed Design), and Stage 3 (Procurement, Construction, Handover). Please note that the engagement and start date for Stage 2 will be subject to the approval of the Business Case. The programme for Stage 3 will be based on the procurement programme and programme submitted by the Main Contractor (Please note that the Main Contractor will be procured after the final Detailed Design). Engagement for Stage 2 and Stage 3 will be treated as a Variation to the agreement if Health New Zealand accepts the Design Consultant’s programme and pricing.

This is a single-stage Secondary Procurement process. This Request for Proposal (RFP) is an invitation to receive a proposal from the providers shortlisted from the AOG Construction Consultancy Services panel. The proposal will detail the relevant experience, capability, capacity, and value-for-money offering of providers to provide Architectural Design Services for the Project.
