Health New Zealand | Te Whatu Ora is preparing to release a Request for Proposal (RFP) for the provision of Physical Healthcare Security Services.
As we are not yet ready to release the full tender documentation, we are notifying the market of this upcoming opportunity through this Future Procurement Opportunity (FPO) notice.
This FPO is intended to provide early visibility of our intentions. Please note that all FPOs are subject to change or cancellation. A formal RFP is expected to be released in Q4 2025.
Overview
Healthcare security is a specialised and evolving service. It is transitioning from traditional guarding roles to a highly skilled function that aligns with Health NZ’s clinical values and practices. Security services play a critical role in the safe daily operations of hospitals by managing and mitigating significant risks to people, property, and operations. These services are essential to meeting Health NZ’s obligations under health and safety legislation.
Current State
Security service models currently vary across districts and include:
• In-house services
• Mixed models
• Fully outsourced services
Scope
The upcoming RFP will cover the delivery of Healthcare Security Services across all Health NZ districts. While implementation will be localised, the service will align with a national operating model to ensure consistency and quality.
The combined annual spend across all districts exceeds $30 million NZD.
Services May Include (but are not limited to):
• Scheduled and ad hoc physical security guards
• Static guarding and mobile patrols
• Incident response and de-escalation
• Alarm response
• Patient watches and minding
