Overview

We are seeking responses from service providers in a closed RFP based in Hawke’s Bay, Whanganui, and/or Hutt Valley (Te Ikaroa Central Region) to:
- deliver a completely new Crisis Recovery Café service; or
- extend current services to include the Crisis Recovery Café requirements.

We need a peer-led Crisis Recovery Café service that is grounded in peer values and principles, acknowledging that peer support is both a philosophy and a conscious practice, that arises from people with their own lived experience, providing support and services to others. Innovative approaches to providing support would be welcomed.

We also need a provider who understands the importance of ensuring this service is accessible, especially for refugees, rainbow communities, people who are experiencing homelessness and tāngata whaikaha, and most importantly, supportive for all cultures, especially Māori and Pacific people, who experience higher rates of inequity. Culturally appropriate approaches must be implemented to best engage, where appropriate using kōrero, Talanoa, and indigenous models of care such as Fonofale, Te Whare Tapa Whā and Te Wheke. Providers who are interested in this opportunity must have strong connections to their communities and the ability to build relationships with users of the café and supporters. Reducing barriers to accessing care for all is important.

We are seeking Respondents that can demonstrate the following.
#1 Establishing a Crisis Recovery Café in Te Ikaroa Central region. The first contract will be in place by August 2025.
#2 Designing an equity focused approach that reduces barriers to accessing services and encourages engagement by the priority population, including Māori, Pacific people, refugees, rainbow communities, people who are experiencing homelessness and tāngata whaikaha.
#3 Achieving service objectives involves seeking respondents who demonstrate compassionate, non- judgemental, solution-oriented approaches to mental health and addiction service delivery. Services should be trauma-informed, culturally capable, community-integrated, and work in partnership with other services such as specialist mental health, ED, Police, and community networks. Systems and processes must ensure a smooth, supportive, and culturally responsive transition during referrals (a warm handover).
