Overview

Te Whatu Ora Health New Zealand are undertaking the market research for new and innovative Project and Portfolio Management tools at national level.

The purpose of this RFI is to seek information on:

• The capabilities of Project and Portfolio Management (PPM) tools available in New Zealand
• Ability of existing tools to meet our requirements, as set out in this RFI
• Any matters Te Whatu Ora needs to consider when selecting and implementing such a tool
• Indicative budget

In September 2023, Te Whatu Ora Data & Digital (D&D) released a Request for Information to the market to further understand the market capability and budget for national PPM solutions. Results from the RFI and further review indicated that D&D required a greater analysis of longer-term strategic requirements prior to going out to market.

Therefore, to address an urgent need to provide a common platform to consolidate visibility & reporting, we have elected to expand the existing tool set with the greatest number of users and in-house capability to become the National D&D PPM platform. This is a tactical step; we anticipate Te Whatu Ora going back out to market in the medium term (approximately 2 – 3 years) once we have a clearer understanding of requirements and volumes, including broader long-term strategic requirements.

This advisement currently only applies to projects under a D&D workstream, with portfolios managed by other departments within Te Whatu Ora not impacted by this decision.
