Overview

Te Aka Whai Ora, Te Whatu Ora - Health New Zealand and Manatū Hauora - Ministry of Health are working in partnership to implement the Strategy to Prevent and Minimise Gambling Harm 2022–2025.
This FPO is to advise that Te Whatu Ora is planning to procure services for the following two categories of service for the period 2023-2027.
1. Public Health Services – services that empower people and communities to reduce gambling-related harm through health promotion approaches such as community engagement and action, healthy policy development and implementation of safe gambling environments. This includes services and approaches specifically developed for the Pacific, Asian and General populations. This stream also includes new funding for innovation to address inequity.
2. Intervention Services – services that support people who are experiencing gambling harm. These services will include intervention services that are delivered by Pacific and Asian providers, as well as providers for the general population. Services will be tailored to address the needs of these populations. This stream will include funding to address inequities, develop and test a clinically robust intensive support model of care for people experiencing severe gambling harm, and digital services and tools to expand access.

It was previously anticipated that a ‘lead provider model’ for clinical and public health services may be pursued however the Request for Proposal (RFP) will now be structured to allow respondents to submit a proposal for one or more categories. Te Whatu Ora is not limiting whether it will proceed with one or more service providers for different geographic regions and/or service categories and/or ethnic categories.
