The Forestry sector has a shortfall of workers over the short, medium and long term. This is most prevalent with the seasonal workforce in silviculture.
In 2020 the Forestry & Wood Processing Workforce Action Plan 2020 – 24 (FWAP) was launched. The FWAP aims to support the development of a skilled workforce. The action plan:
• supports the current and future needs of the sector's workforce
• brings new initiatives together to form a cohesive and comprehensive way forward
• leverages areas of shared interest with the wider primary sector.
The action plan has 4 focus areas for the forestry and wood processing sector.
• Knowledge: Making good workforce decisions based on robust information and data.
• Attraction: Inspiring and attracting a larger, more diverse workforce.
• Education and training: Ensuring people have the rights skills and knowledge to be successful.
• Employment: Having people thrive in workplaces with good practices and work conditions.

There are four priority projects from the FWAP underway. These are:
1. Complete stocktake of qualifications available for Forestry & Wood Processing
2. Develop a work based mentor programme
3. Frontline leadership for employers
4. Develop sector employment standards
This CSO relates to the first piece of work – the qualifications stocktake. This piece of work is being undertaken to help inform recommendations to the appropriate bodies who are responsible for designing training under the Reform of Vocational Education (RoVE).
Currently there are no linked, consecutive courses that by completing, could be recognised as an overall vocational forestry qualification. A qualification that would be recognised as leading into a more senior role in the sector - similar to what was provided previously by the New Zealand Forest Service Ranger School.
The closest is the Department of Conversation Kaitiaki Whenua - Trainee Ranger programme provided by the Nelson Marlborough Institute of Technology (NMIT).
