Overview

This is an Advanced Notice of Intent as follows and as per the attached notice.

It is the Dunedin City Council’s intention to go to market for a replacement Payroll Solution.

What we need
We need a Payroll Software Solution which will provide us with robust, secure, transparent and auditable people information to help drive business decisions. Assisted by flexible reporting functionality.
The solution must be intuitive, simple and easy to use for Payroll functions and support further self-service by DCC employees and managers.
The solution must be ‘off the shelf’ with minimal configuration and is tried and tested in comparable organisations and can provide required workflow capabilities for DCC Payroll functions with flexible approval structures.
The chosen solution will reduce manual and paper-based processes.
The solution updates and upgrades will not require significant involvement of DCC resources and time.

The solution must support:-
• Outsourced Payroll Software Solution which can be Integrated with Cloud based HRIS
• Support legislative and statutory compliance
• Mobile timesheet and payslip access
• Employee and Manager self-service timesheets and leave
• Submission of electronic PAYE returns
• Standard reporting tools
• A single source of DCC staff data with appropriate access controls and security
• Allow Corporate Structure data to be useable
• Workflow enabled
• Integration with other DCC systems
• Must accomodate1500 to 2000 staff

What we don’t want
We do not want to continue to spend lots of the DCC resource time and budget supporting the solution and doing large upgrades which impact on system availability.
We do not want a solution that doesn’t allow staff to access an automated timesheet through timesheet mobility.
We do not want a solution requiring lots of manual intervention.
We do not want an on-site payroll software solution.
