This Request for Proposal (RFP) is an invitation to suitably qualified suppliers to submit a Proposal for the Christchurch Men’s Prison Redevelopment High-Voltage Upgrades.
Christchurch Men’s Prison (CMP) is a critically important facility and serves as Corrections’ primary high-security site for the South Island. Department of Corrections is currently progressing through RFP evaluations to engage a private partner to design, construct, finance and maintain an expansion to the existing CMP site under a PPP model.
Certain capital works are being executed by Corrections independently of the PPP model framework. The existing High-Voltage (HV) supply to the prison needs to be reconfigured to enable the removal of existing overhead and buried lines from the PPP building site and provide additional capacity. In a second tranche of work the contractor will be required to make changes to the live network within the wire.
The HV upgrade design (tranche one) has been completed and is attached as Appendix B. The Department requires completion of these upgrades within a three-month period, commencing in late March 2026 and concluding by 30 June 2026. Concurrently additional planning and a dilapidation survey is currently underway which will inform the second tranche of works.
This project, undertaken within a live prison environment, requires meticulous planning, coordination, and communication, as well as strict adherence to Health and Safety (H&S) standards. Given the inherent risks, it is essential to engage a contractor with proven capability, sufficient capacity, and relevant experience in similar environments, along with the flexibility to adjust resourcing in line with the project programme.
