Prior to 2014 Corrections contracted with multiple Providers for the supply of Electronic Monitoring services . In 2014 a decision was made to consolidate providers and, following an open market tender process, Corrections entered into a contract with a sole provider for the outsourced delivery of Electronic Monitoring services. This contract covered the provision of equipment, software and hardware, platform, and 24/7 monitoring and response services.
In 2020 the Electronic Monitoring Strategic Vision (Vision), outlined the future desired composition of Electronic Monitoring services. Key to the delivery on this Vision, in the first instance, was the procurement of Electronic Monitoring Equipment, System, and Network Connectivity Solution (Technology). This meant decoupling Field Services from that contract to allow time for further thinking on the future design of Field Services to complement the introduction of new modern technology, as well as time to focus on wellbeing and wraparound services which to align with Hōkai Rangi.
The approach to procuring Electronic Monitoring Field Services to support the delivery of the Electronic Monitoring Vision involves identifying a national provider to deliver Electronic Monitoring Field Services across New Zealand, which has a core focus on the compliance activities related to 24/7 response and associated services, and who can demonstrate both present and future capabilities, flexibility, as well as agility to support and work collaboratively with Corrections to realise our Vision. The provider will need to share our values and demonstrate a desire to achieve our Electronic Monitoring Strategic Vision throughout the contract term.
