Overview

Ara Poutama Aotearoa | Department of Corrections is planning the procurement of packages of care* delivered by community residential alcohol and other drug treatment services. We expect to conduct a competitive tender process inviting proposals from community residential AOD service providers.

The Department plans to contract 36 packages of care with service providers across the country.

We will be seeking services that offer:
• Evidenced based or evidence informed AOD residential treatment practise
• A programme that addresses the links between substance use and offending
• Services that meet the needs of those going directly from prison to treatment

The RFP will have two pre-requisites:
• Providers with HealthCERT** accreditation
• A residential treatment programme that is at least 12 weeks long

Formal tender documentation outlining the requirements, and the Request for Proposals will be published on the government electronic tendering system (GETS) before the end of September 2025.







* In New Zealand, certification by HealthCERT is required for residential treatment services that accommodate five or more residents, if providing for fewer residents, providers may voluntarily apply for HealthCERT status. Certification ensures these services meet established standards for providing safe and quality care i.e. Ngā Paerewa Health and Disability Services Standard (NZS 8134:2021).
